A citation marker is not verification.
This tool organizes review evidence. It does not search databases, authenticate documents, determine controlling law, evaluate scientific validity, or independently prove that a source supports a proposition. Those conclusions require retrieving and reading the source.
What decision depends on this material?
Define the review boundary before cataloguing citations. Different contexts carry different burdens and require different reviewers.
Separate propositions before checking sources.
One sentence can contain several claims with different evidence burdens. Add each proposition that a reader, court, regulator, client, or decision-maker could reasonably rely on.
Make every authority retrievable.
Record enough information for another reviewer to locate the same source. DOI, PMID, docket, regulation identifier, official URL, accession number, or archived copy are stronger anchors than a title alone.
URLs and identifiers are recorded as text. This workbench does not open or validate them automatically.
What did the source actually establish?
Record the reviewer’s retrieval and reading decision. “Supports” should mean the source was retrieved and the relevant passage, holding, dataset, or result was examined in context.
A release decision with an audit trail.
The completeness score measures documentation fields—not truth, validity, legal authority, scientific quality, or permission to publish.

RN Collins provides scoped evidence-operations support.
Use this packet as the intake record for a separately scoped review. Legal, clinical, scientific, regulatory, and other high-stakes conclusions require the appropriate qualified reviewer.

The sequence is a working evidence-operations framework created by RN Collins. It structures questions and records; it does not replace Bluebook, court, agency, publisher, journal, records-management, or domain-specific review requirements.
